The National Council for the Regulation of Electronic Communications and Postal Services (CNRCEP) has published Decision No. 000011/ARCEP/CNRCEP/25, introducing updated and more stringent procedures for the homologation of terminal and radio equipment and the accreditation of telecom installers in Niger.
This new regulatory framework aims to enhance consumer protection, preserve network quality, and ensure that all equipment placed on the national market meets essential technical, safety, and cybersecurity requirements.
1. Mandatory Homologation Before Market Entry
All terminal and radio equipment must be homologated prior to import, sale, advertising, or distribution in Niger—this requirement applies to both new and resale products.
2. Strengthened Application Requirements
Manufacturers, importers, or distributors must submit a complete administrative and technical file, including conformity test reports from accredited laboratories. ARCEP may request additional laboratory testing or product samples when needed.
3. Rigorous Compliance Evaluation
ARCEP assesses each device against essential criteria such as electromagnetic compatibility, spectrum efficiency, electrical safety, user health protection, and cybersecurity. Once approved, a three-year homologation certificate is issued, along with mandatory marking and annual reporting obligations.
4. Installer Accreditation Requirements
Individuals and companies involved in installing, maintaining, or operating telecom networks must obtain an installer accreditation, valid for two years. Evaluations include technical expertise, staff qualifications, available tools, and verification of Nigerien nationality for all technicians.
5. Non-Transferable Authorization
Installer accreditations are strictly personal and cannot be transferred, sold, or modified without prior written approval from ARCEP. Unauthorized transfers can lead to sanctions or withdrawal of the authorization.
6. Transitional Provisions
Homologation certificates and installer attestations issued before this decision remain valid until their expiry.
