Vietnam Updates Product Certification Rules (Circular No. 14/2026/TT-BKHCN)

Vietnam has introduced Circular No. 14/2026/TT-BKHCN, establishing a modernized framework for product certification, conformity declarations, and assessment methods. The regulation aims to improve product quality, strengthen market control, and better align Vietnam’s system with international practices.

Key changes

Clear compliance framework
The Circular clearly distinguishes between:

  • Voluntary conformity with standards (conformity declaration)
  • Mandatory conformity with technical regulations (regulatory compliance)

This helps businesses better understand when certification is optional and when it is legally required.

Risk-based certification approach
Certification and assessment methods are now applied based on the risk level of products. Higher-risk products face stricter testing and ongoing monitoring, while lower-risk products benefit from more flexible requirements.

Flexible conformity assessment methods
The regulation introduces multiple certification approaches, allowing companies to use methods such as:

  • Product sample testing
  • Factory or production process evaluation
  • Quality management system audits

This flexibility allows organizations to choose the most appropriate and efficient method based on product type and risk.
