The Communications and Media Commission (CMC) of Iraq has issued its first official guidelines for the use of the 446.0–446.2 MHz frequency band, effective from September 22, 2025. This band is designated for short-range voice communications using PMR446 devices, aligning with international standards such as ETSI and ITU.

Key highlights of the regulation include:

• Frequency Allocation: The band consists of 16 channels, each with a 12.5 kHz bandwidth.
• Permitted Services: Only short-range voice communication is allowed. Internet services or high-capacity data transmission are strictly prohibited.
• Power Limit: Maximum transmission power is capped at 0.5 W ERP.
• Device Approval: All devices must obtain type approval and comply with ETSI EN 300 296 or equivalent standards.
• Commercial Use: The band cannot be used for paid commercial services.
• Penalties: Violations can result in fines ranging from 100,000 to 250,000 Iraqi dinars per device, along with confiscation of equipment.
• Annual Fees: Registration fees vary based on the type of establishment, starting from 200,000 IQD for small entities.

These measures aim to ensure efficient spectrum management and prevent harmful interference. Users are encouraged to comply with the technical and legal requirements to avoid penalties.
