Nicaragua Modernizes Telecom Regulations: A New Era for Connectivity

On November 18, 2025, the Instituto Nicaragüense de Telecomunicaciones y Correos (TELCOR) published a series of landmark regulations in La Gaceta, Diario Oficial. These updates aim to modernize the telecom sector, foster digital inclusion, and align Nicaragua with global best practices.

Key Highlights of the Reform

  1. Unified Licensing Framework
    The new Normativa de Títulos Habilitantes introduces convergent licenses for telecom and audiovisual services, simplifying procedures and reducing administrative burdens. Operators can now offer integrated services under a single license, promoting flexibility and innovation.

  2. Spectrum and Infrastructure Management
    TELCOR has established clear rules for spectrum allocation, satellite landing rights, and submarine cable installations. This ensures efficient use of public resources and encourages investment in next-generation networks.

  3. Equipment Homologation
    All telecom devices entering the country must comply with technical standards through a Homologation Certificate. This measure guarantees interoperability, safety, and protection against harmful interference.

  4. User Rights and Service Quality
    A dedicated regulation strengthens consumer protection, mandating transparency in contracts, fair billing practices, and mechanisms for resolving complaints. Special provisions ensure accessibility for users with disabilities.

  5. Updated Tariffs and Administrative Fees
    The Normativa de Cánones y Tarifas defines methodologies for calculating regulatory fees, spectrum usage charges, and administrative costs. These updates aim to create a predictable environment for operators and investors.
