Indonesia Issues Ministerial Decree No. 469/2025: Mandatory Technical Standards for Telecom and IoT Devices

Indonesia’s Ministry of Communication and Digital has officially enacted Ministerial Decree No. 469 of 2025, which establishes a comprehensive list of telecommunications devices required to meet technical standards. This regulation follows the mandate of Ministerial Regulation No. 3 of 2024 on the certification of telecommunications equipment.

Why This Matters

The decree aims to ensure safety, interoperability, and quality across all devices used in Indonesia’s telecommunications ecosystem. Compliance with technical standards helps protect consumers and supports a robust digital infrastructure.

Scope of the Regulation

The list includes:

  • Core telecommunications devices: Laptops, tablets, smartphones, feature phones, cordless phones, satellite phones, IP phones.
  • Network equipment: Routers, network switches, base transceiver stations, microwave links, repeaters, optical distribution networks.
  • Smart and IoT-enabled devices: Smart TVs, smart refrigerators, multifunction printers, CCTV cameras, smart doorbells, drones, and more.

Devices not explicitly listed in the annex are still required to comply with technical standards under applicable laws.

Implementation Timeline

Compliance must be demonstrated through official certification. The decree takes effect 30 calendar days after issuance, dated November 7, 2025.
