Cayman Islands: Updated ICT Licensing Requirements

The Utility Regulation and Competition Office (OfReg) has issued an updated December 2025 notice outlining which ICT networks and services require licensing in the Cayman Islands. The new framework replaces all previous versions and clarifies obligations for companies operating communication systems.

Under the update, all ICT networks require a licence, except for limited personal-use wireline systems and specific certified low‑power wireless systems that operate within approved frequency bands. ICT services that use a network to provide services to the public also require licensing, including telephony, television services, sound broadcasting, internet services, and infrastructure leasing.

The notice also includes revised fee schedules for major public networks, radio stations, transmitters, spectrum usage, and ICT services. Fees vary depending on service type, with major network licences starting at CI$3,500 and special-purpose or experimental licences available at reduced rates.

Businesses operating ICT‑related infrastructure or services are encouraged to review the updated categories to ensure compliance with the new regulatory requirements.
