Canada Updates Radio Standard RSS‑195 to Issue 3

Innovation, Science and Economic Development Canada (ISED) has released RSS‑195, issue 3, updating the certification requirements for Wireless Communication Service (WCS) equipment operating in the 2305–2320 MHz and 2345–2360 MHz bands. This new issue replaces RSS‑195, issue 2 (2014) and modernizes the standard to reflect current regulatory and technical needs.

Key Changes

RSS‑195, issue 3 introduces:

  • New transmitter power limits for fixed, base, and subscriber equipment.
  • Updated band plan for both WCS frequency ranges.
  • Additional definitions for clearer interpretation.
  • A modernized layout consistent with current RSS documentation.
  • Editorial revisions improving clarity and consistency.

Scope and Application

The standard applies to base stations, fixed stations, and subscriber equipment supporting broadband services in mobile, point‑to‑point, and point‑to‑multipoint configurations.

Effective Date and Transition

RSS‑195, issue 3 is in force upon publication, with a six‑month transition period allowing certification under either issue 2 or issue 3. After this period, all equipment certified, sold, or imported into Canada must comply with issue 3.
