Paraguay Opens the 3.700–3.800 MHz Band for IMT Systems: A Milestone for Mobile Broadband Growth

The National Telecommunications Commission of Paraguay (CONATEL) has taken a major step toward strengthening the country’s digital infrastructure with the approval of Resolution Nº 3339/2025. The new regulation officially designates the 3.700–3.800 MHz band for International Mobile Telecommunications (IMT), aligning Paraguay with global spectrum management practices and enabling more robust deployments of 5G and advanced mobile networks.

This decision updates several national footnotes (PRG‑25, PRG‑51, PRG‑71 and PRG‑74) within the National Frequency Allocation Plan (PNAF), ensuring that the regulatory framework reflects both modern technological needs and international standards, including the ITU Radio Regulations 2024 (RR‑24) and CITEL recommendations.

Why This Matters

The 3.7–3.8 GHz range is internationally recognized as prime mid‑band spectrum for 5G, offering the ideal balance of capacity and coverage. For Paraguay, unlocking this spectrum enables:

  • Higher mobile broadband speeds and network capacity
  • Improved connectivity for urban and rural areas
  • Deployment of fixed wireless access solutions
  • Greater alignment with MERCOSUR and ITU standards
  • Future‑proof conditions for next‑generation IMT systems

The updated regulation also clears the way for satellite systems currently operating in the 3.700–3.800 MHz range to migrate to alternative frequencies, ensuring efficient and interference‑free use of the band for terrestrial mobile services.

Key Regulatory Updates

Under the new resolution:

  • The 3.700–3.800 MHz band becomes exclusively designated for IMT systems (TDD).
  • The PNAF is updated to reflect new channelization schemes, including ten 50 MHz channels across the broader 3.300–3.800 MHz band.
  • Satellite services are reassigned to the 3.800–4.200 MHz band (PRG‑51).
  • The 2.300–2.400 MHz band (PRG‑74) is also modernized with two 50 MHz TDD channels for IMT and wireless broadband services.
  • CONATEL will coordinate with MERCOSUR bodies to integrate the new allocation into regional spectrum coordination manuals.
