Through Resolution No. 03-02SO-ARCOTEL-2026, dated March 27, 2026, the Telecommunications Regulation and Control Agency (ARCOTEL) approved the comprehensive update of Ecuador’s National Frequency Plan (PNF), consolidating it as the central regulatory instrument for the organization, allocation, and administration of the radio frequency spectrum in the country.
This update responds to the need to harmonize national regulations with the International Telecommunication Union (ITU) Radio Regulations, particularly the amendments adopted at the World Radiocommunication Conference 2023 (WRC‑23). It also reflects the technological evolution of telecommunications services and the current conditions of Ecuador’s telecommunications sector.
From a general perspective, the National Frequency Plan constitutes a technical and legal regulatory framework that embodies the sovereign authority of the Ecuadorian State over the radio frequency spectrum, a limited strategic resource of public interest. The PNF establishes the conditions for the allocation, assignment, and use of frequency bands, while providing the guidelines necessary to optimize spectrum utilization and prevent harmful interference among different radiocommunication services.
The update of the PNF is particularly relevant for the development of the telecommunications sector, as it strengthens legal certainty for service providers, promotes the efficient and orderly use of the spectrum, and facilitates the deployment of new technologies and services, including next-generation mobile networks and advanced broadband solutions.
With this resolution, ARCOTEL reaffirms its role as Ecuador’s technical and regulatory authority in telecommunications, aligning national spectrum policy with international standards and reinforcing long‑term planning for the sustainable development of the sector.
