India BIS Publishes Revised LED Module Standard IS 16103 (Part 1):2025

The Bureau of Indian Standards (BIS) has officially published the revised IS 16103 (Part 1):2025 / IEC 62031:2018 standard for LED modules, replacing IS 16103:2012. This update strengthens requirements for safety, marking, and performance in LED modules.

Key Highlights of the Revision

  • New Definitions: Clear categories for replaceable, non-replaceable, and non-user-replaceable LED modules.

  • Updated Marking Rules: More detailed requirements for built-in LED modules, supported by a new compliance table.

  • Structural Changes: Removal of Annex B and new guidance for luminaire design, addressing working voltage and water contact.

  • Additional Testing: Introduction of abnormal temperature and photobiological safety tests.

For Existing Licensees

  • Must switch to the revised standard by 21 January 2026.

  • Submit BIS-approved lab test reports for all licensed models.

  • Provide a declaration confirming implementation across all series models.

  • Non-compliance could result in model deletion or licence cancellation.

For New Applicants

  • Current applications may still follow the 2012 version.

  • New applications can use either the 2012 or 2025 version until 21 January 2026, with a commitment to adopt the revised standard.

  • After that date, only the 2025 standard will be accepted.

For Scope Changes

  • Requests under the old standard are allowed only until the switchover date or 21 January 2026, whichever comes first.

Effective Date

The revised guidelines are effective immediately, allowing stakeholders sufficient time to transition before the older 2012 standard is fully withdrawn.
